Why does the gas tank on my grill KEEP getting STUCK shut?!?

Propane tanks have a manual shut-off valve for safety and the tank is under extreme pressure. It's possible the pressure/ liquid froze the valve. What position is it sitting on? It should be straight up with the valve on top.
