Why does my girlfriend always say to no to most of the time but she ends up doing it anyway?

Like I will ask her if she wants to do it and she will say no, then kiss her and ask again and after a couple of times she will say yes lol this is always what happens to me. But if she wants it and I say no, she goes in a huff.
